How can the degree of implementation of instructional materials in classrooms be assessed? 

What kind of content and pedagogical experiences improve teachers' abilities to teach in ways that lead to student achievement gains? 

What are the characteristics of teachers and classroom environments that lead to student achievement gains? 

How do exhibits, films, and other media most effectively meet the needs of learners?
